IRLP/Echolink on Isaacs Ridge down for the Rally.

The IRLP and Echolink node on the 439.950 MHz repeater on Isaacs ridge has been disabled for this weekend so the repeater can be used to support WICEN and the Rally of Canberra.

It will be re-enabled after this weekend is over.
